The Secretary should be able to record the vote, so that not everyone at the meeting needs to have a laptop.

We also have to deal with the case where perhaps a string of one or more person approvals is needed.

While awaiting approval by a group, the document could be locked.

We won't directly support approval by external groups; the admin will just say it was approved, if he/she even wants to add that approval step in for the document.
